Norm Frates founder and president of Zack’s Place Board is the father of Zack Frates the inspiration for Zack’s Place. Zack passed away in 2011 but his inspiration lives on.
Norm is Vice President of Mortgage Lending for Mascoma Bank. He has worked in the mortgage industry for over 30 years in the Woodstock area including owning Eastern Mountain Mortgage for 15 years. He has served on many Boards including Ski Runners, Woodstock Recreation Center, Woodstock Foundation, Mount Ascutney Hospital and Woodstock Rotary. Currently on the Alice Peck Day Lifecare Board. Norm has four adult children, three grandchildren and lives with his wife Dail in Woodstock on a farm. Norm enjoys working on the farm, hockey, skiing, cycling, and being outdoors.
Lib Maloney is an American Board of Anesthesiology board certified anesthesiologist with subspecialty fellowship training in neuroanesthesia, who retired from clinical anesthesiology practice in May, 2015 after a 31 year career.
Lib was born and raised in Atlantic City, New Jersey and attended Dartmouth College, graduating Magna Cum Laude as a French major in 1977 in the second class of women at Dartmouth. She then attended Boston University School of Medicine, graduating in 1981. Lib completed residency training at Dartmouth-Hitchcock Medical Center. After training, she joined the faculty of the Department of Anesthesiology at Dartmouth and was an Associate Professor of Anesthesiology and of The Dartmouth Institute at the Geisel School of Medicine. In 2005, Lib received a Masters of Science degree from The Center for Evaluative Clinical Sciences at Dartmouth (The Dartmouth Institute).
Her whole career was spent at Dartmouth-Hitchcock Medical Center. While there, she served as Executive Medical Director of the Dartmouth-Hitchcock Clinic and Mary Hitchcock Memorial Hospital from 1995 – 2008.
Lib was a member of the Board of Directors for the Vermont Program for Quality in Health Care from 1996 – 2013, and Northeast Healthcare Quality Foundation from 2004 – 2010. She served on the Board of Directors of Maynard House in Hanover, NH. She is currently the Chair of the Board of Directors of the continuing care retirement community Kendal at Hanover and a member of the Board of Directors at Zack’s Place in Woodstock, Vermont, where she serves as Secretary.
Lib is married to W. Joseph (Joe) Maloney, President and Owner of Maloney Associates Insurance in Hanover, New Hampshire. Lib and Joe have two children, Bridget and Connor, and four grandchildren, Madeline, Cameron, Charlotte and Evelyn. Lib and Joe live in Hanover, New Hampshire.
Bettyanne McGuire, Vice President

Bettyanne moved to Woodstock in 2008, to the house she and her husband built a few years earlier. She is a Fordham Law School graduate formerly licensed to practice in New York and New Jersey, with a practice devoted to educational advocacy, special needs estate planning, guardianships, and advocacy for adults and children with disabilities. Bettyanne served as chair of the board of a large New Jersey mental health services provider with a $28,000,000 budget as well as on the board of her local New Jersey school board where she chaired the finance and collective bargaining committees. Bettyanne’s personal life experiences and knowledge of the issues confronting families of persons with special needs allows her to bring compassion and insights to the individuals served by Zack’s Place. She serves on the Board of the Woodstock Rotary Club, is president of the Woodstock Ladies Golf Association and loves not only golf, but skiing, hiking, reading, and needlepoint. She and her husband, David, have one daughter, Emily, who is married and lives in Brooklyn Heights, New York, with their two young children, David and John.

James N. Godfrey, CPA, Treasurer
Jim is a Partner with the accounting firm Tyler, Simms, & St. Sauveur, in Lebanon, NH. Jim’s specialization in the firm is working with not-for-profit organizations for which he has a comprehensive understanding of their needs, and the myriad of issues that they face. After graduating from Woodstock Union High School in 1984, Jim attended the University of Vermont. Jim was raised in Killington along with an older brother with intellectual disabilities. His professional and personal experiences allow him to contribute meaningful input to the Board and help the organization achieve its mission. Jim is also the former Chair of the Board of Directors for Special Olympics Vermont, and currently serves on an advisory committee to the Vermont Alzheimer’s Association. He currently resides in Woodstock with his wife Eileen, and their son Lucas is pursuing his MBA at Boston College. He tries to spend as much of his free time in the outdoors; skiing, hiking, and kayaking.

Helen resides in Woodstock with her husband, Emmett and daughter, Erin. She believes strongly in supporting and advocating for meaningful, interesting, educational, and fun life-long opportunities and activities for individuals of all ages with special needs. She was drawn to Zack’s Place with her daughter, Erin and has participated in Zack’s Place for more than 15 years.
A 38-year resident of the Upper Valley, Helen has worked in real estate and the arts, as rental manager and sales person with Quechee Real Estate, as executive director of the New Hampshire Youth Orchestra and as a program assistant with the Chautauqua Institution, Chautauqua, NY. She currently works as a garden crew leader for Sean’s Lawn N’ Garden Services. She has served as a board member for the Friends of Thetford Education, Vestry of St. Barnabas’ Church, High Horses Therapeutic Riding Program, and as a member of the family faculty for the Children’s Hospital at Dartmouth. In addition to serving on the Zack’s Place board on the Safety and Personnel Committees, she is an active volunteer with Zack’s Place, where she especially enjoys her involvement in the yearly Zack’s Place musical.
Jeff Dillon

Jeff Dillon is a global healthcare professional. He has held senior executive roles at several Fortune 50 Corporations. Currently he is active on several board positions for both non-profit and for-profit domestic and global corporations, as well as serving as a Rotarian. Having a brother with special needs, he has been an active advocate in all types of organizations to generate opportunities and improve the well-being for him and his peers.
Kathleen Casey
Kathleen Casey brings a unique perspective to Zack’s Place as a result of her multiple leadership positions in both corporate and educational environments where she has been instrumental in achieving strategic and operational goals and objectives. In her work Kathleen has an established track record of increasing development and enrollment, building influential networks and enhancing the sustainability of communities to support the school’s mission. By leveraging private sector corporate experience, Kathleen helps optimize both “mission and margin.”
Kathleen Casey is currently a Senior Partner with Partners in Mission, consulting with administrators and Boards to develop strategic plans, leadership and advancement solutions for Catholic schools across the United States
Earlier in her career, Kathleen spent 10 years as a Business & Senior Strategic Planner for General Motors Corporation where she was responsible for the marketing and strategic development of several key domestic and international business units.
Kathleen earned an MBA from the American Graduate School of International Management (‘87) and a B.A. from the University of Illinois at Urbana-Champaign (’84). She and her husband, Chris, reside in Quechee, VT and are the proud parents of two grown children.
Lynne McEvoy
Lynne McEvoy is the Special Events Coordinator at River Valley Club in Hanover, NH. She resides in Quechee, VT, with her husband, within three hours of their three children and seven grandchildren. Zack Frates was Lynne’s nephew, and her dedication to supporting Zack’s Place continues, as it is an incredible place for individuals with disabilities to be active community members.
Lynne spent 18 years living in Spring, TX, raising her children, volunteering, and working in education. After volunteering and coordinating the Klein High School Bearkat Bash, a 5K event that raised over $50,000 for the high school, Lynne brought the idea of a Turkey Trot to Zack’s Place. Lynne, her sister Chelle, and the Zack’s Place staff and volunteers successfully orchestrated the first Zack’s Place Turkey Trot, which continues to be one of the most lucrative fundraisers and community events for Zack’s Place.
Lynne also graduated from the Carroll School of Management at Boston College, where she played both field hockey and tennis. She continues to play sports, engage with her community, and spend valuable time with her family, all fostered by her love of helping others. Lynne is honored to be a part of Zack’s Place Board of Directors and looks forward to working closely with the other members to provide the best support for the participants.
